Case study in Siem Reap with the Siem Reap Water Supply Authority from 21st to 25th October

Two private companies that manage the water supply service for the cities of Phnom Penh and Siem Reap in Cambodia.

 

Training contents

General presentation

These two case studies will allows you  to analyze in depth the change leading process used by PPWSA and SRWSA in the last twenty years (1995-2015). You will work on a diagnostic of the past and current situation of the service.

Then  you wil be able to develop a strategy on a 20-year timescale, which will be presented to the top management of PPWSA. Analysis of the political, social and financial feasibility of the strategy also forms part of the exercise. To analyze the financial feasibility, a strategic planning model will be used. You will also analyze internal and external factors to the water service that make change possible at a specific time in the company’s history.

Field phase

Once in Phnom Penh and Siem Reap, you will have an opportunity to interview key people in the service in the present and past, as well as external partners to service (donors, ministries, consumer representatives, local press, etc.) to collect information and data for the 2005-2019 period.

On day 4 of the case study, you will have to  present your group diagnostic for this period to top PPWSA management. Then in light of the discussions with internal and external stakeholders, and data collected on changes in the city, you will have three days to work on the strategy for the 2037 timescale. It will be presented on the last day.

Group work

You will have to give two oral debriefings  focus on:

the diagnostic of the PPWSA in the present and the proposed strategy on the 2037 timescale, respectively.

Your group will defend their diagnostics and strategies before a panel consisting of top PPWSA and SRWSA management, the service’s former CEO and the Chair team.
